In most cases, what Jeff has explained holds good. It is not feasible for admins to spare a huge amount of time to build what they want, especially when they have limited resources.
So, all they need is an easy to deploy network monitoring software that works out-of-the-box.

There is a Free Edition as well and as the name say, it never expires. It just has a cap on number of devices (10 devices) and number of users (1 user). Apart from that all other features available in Professional Edition are made available in Free Edition too.
